Human Resources staff will review all applications. Applicants who submit a complete application and clearly meet the needs of the City in terms of training, experience, education, and other job-related characteristics, will be invited to participate in the hiring selection process. This process will include an evaluation and initial screening of the standard on-line City application, responses to the Supplemental Questions, and a completed Personal History Statement Form to determine which candidates progress to the next phase. Those who submit and pass the Personal History Statement Form will be invited to a panel interview. The successful candidate will progress to a final selection interview and background. At the City’s discretion, the closing deadline may be extended.
Description:
Under general supervision, performs a variety of technical support activities associated with the tracking, handling, and safekeeping of evidence and found property for the Police Department, including maintaining the physical integrity and control of evidentiary items in the City’s custody, data input, material cataloging, processing and disposal, and maintaining the chain of evidence; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Support Services Supervisor. Exercises no supervision of staff. May provide training, guidance, and technical and functional direction to new staff and volunteers.
Class Characteristics
This is a non-sworn journey-level class responsible for a variety of technical duties related to the provision of evidence handling and preservation. Incumbents with well-developed technical and support skills are expected to learn specialized rules, regulations, policies, procedures, and activities related to the property and evidence function and to apply them independently. Successful performance of the work requires knowledge of Police Department functions and activities and the ability to interact with a variety of individuals and groups. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from other clerical and technical support classifications in that incumbents perform specialized duties related to the processing of criminal filings.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to the completion of twelfth (12th) grade supplemented by college-level coursework in criminology, police property room, police evidence management, or a related field and two (2) years experience in a clerical or paraprofessional position in a law enforcement agency, preferably related to the property and evidence function.
Must be able to pass a law enforcement background investigation. Must be willing to work extended shifts or be called back in emergency situations and work with exposure to difficult circumstances.

Physical Demands
Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; vision to read written materials, a computer screen, and examine evidence; color vision to distinguish between evidence and property characteristics; and hearing and speech to communicate in person and over the telephone and/or radio. This is primarily a sedentary office classification that requires extended periods of time of sitting; standing and walking between work areas may also be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 75 pounds and heavier weights with the use of proper equipment.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. The principal duties of this class are performed in a police station environment with exposure to criminal offenders, mentally ill individuals, and persons potentially infected with communicable diseases.

Special Pay:
1. Longevity Pay Program: A 2.5% salary increase will be provided after 10 years of service with the City of Seaside.

California Public Employees’ Retirement System: The plan you are enrolled in is based on the Public Employees Pension Reform Act of 2013 (PEPRA) and the City’s contract with CalPERS. In order to determine which plan you will be placed into, you need to know if CalPERS considers you to be a “new” or “classic” member.
