General Description: Highly complex and specialized engineering work involving transportation and drainage project management and design and regulatory permitting of roadway, subdivision, and stormwater projects involving dry retention systems, wet detention ponds, pavement management and assessment programming, bridge maintenance and other management facilities for County projects.
EMERGENCY RESPONSE/RECOVERY ACTIVITIES: All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
Essential Job Functions
Manages transportation and stormwater drainage projects involving contract supervision of outside contractors’ transportation and stormwater drainage design work; provides project scope definition input and tracking of project milestones and deliverables, reviews project deliverables for consistency and conformity to contract documents, meets with consultants and citizens as necessary, regarding assigned projects and program-specific outreach meetings and coordinates with other County departments as needed for project implementation. Designs transportation and stormwater drainage improvement projects for the Department of Public Works as needed.. Secures regulatory approvals for assigned design projects, including FDOT, Southwest Florida Water Management District, the US Army Corps of Engineers, or similar regulatory agencies, as needed. Coordinates easement procurement with the Pasco County’s Survey and Real Estate Divisions, including the acquisition of property needed for right of way widening and storm-water management purposes. Conducts project cost estimation and bid document coordination as needed for assigned projects. Works with a design team which includes a Civil Engineering Technician and a CADD Technician. Arranges and attends pre-application meetings with regulatory agency staff and investigates stakeholder complaints, as assigned. Develops specific-purpose pavement management and drainage models using appropriate software to assure design compliance. As assigned, conducts project management for outside contractors’ work, which may include managing, coordinating, and providing technical review and commenting on contractors’ calculations and models. As assigned, conducts specialized engineering analysis of engineering systems to support other County projects. As needed, provides expert testimony for the County Attorney’s Office regarding legal cases involving Public Works projects. Helps with record or as-built drawing reviews and Operation and Maintenance re-certification document finalization, which includes signing/sealing documents for reviews as needed.
Knowledge, Skills and Abilities
PHYSICAL SKILLS: Ability to sit, stoop, squat, walk, and stand frequently. Ability to communicate effectively using verbal, written, and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor’s degree in Civil Engineering or related engineering field. At least five (5) years of experience an engineering position that involved activities associated with transportation and drainage design, construction or maintenance.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess registration as a Professional Engineer in the State of Florida. Must possess a valid driver’s license.
