Distinguishing Characteristics
This one position class located in the office of the Managing Director is distinguished by its responsibility to advise the Managing Director and the Mayor in county-wide CIP matters and for conducting independent studies in order to formulate recommendations and decisions regarding the administration of the County’s Capital improvement Program.The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree in urban regional planning, civil engineering, architecture, public administration, economics, sociology, or a related field, and five (5) years of progressively responsible professional work experience in public planning, or related planning activities, one of which shall have included administrative experience involving responsibility for the management, evaluation and coordination of planning policies, activities and programs.
Knowledge of: Fundamentals of community planning and/or property development; the preparation, maintenance and operation of a comprehensive plan for the County of Maui; trends in Federal, State and local planning; research methodology and statistical procedures; sources of socio-economic and land use information; principles of capital improvement planning; laws and ordinances relating to planning, zoning, land subdivision and redevelopment; governmental organization and functions; report writing; public relations.
Ability to: Organize research and planning projects, including the formulation of policies and procedures; review reports and recommendations for compliance with planning objectives; establish and maintain effective working relationships with governmental agencies, civil organizations, and the public; prepare technical reports; speak effectively to individuals and groups, and conduct investigations and meeting with property owners; present ideas clearly, concisely, and effectively, orally and in writing.
