Job Announcement Responsible for the day-to-day operation, troubleshooting and management of Building Automation Systems (BAS) across a large and varied portfolio of buildings and systems. In addition, responsible for the overall development and management of large scale and/or multiple complex Building Automation System (BAS) systems capital renewal design and construction projects for and in occupied spaces and development and management of cross-functional capital renewal projects for and in occupied spaces that require working with multiple department and/or county levels and groups specific to the project design and implementation to address specific business needs. Serves as a technical expert and provide engineering review and approval for commercial HVAC and BAS system projects to include impacting functions such as electrical, generator, life safety, and building envelop. Supervises subordinate staff. Works under the guidance and general direction of the Facilities Management Department Assistant Director for Design, Engineering and Construction. Note: This position is designated an essential employee. Illustrative Duties Coordinates and manages multi-discipline architectural and engineering (A/E) projects of ranging complexity, type and scope for facilities renovation, maintenance, stormwater facilities, transportation facilities, and other County projects from inception, design, award, construction, and through the warranty period; Prepares solicitations for services and directs the consultant selection process; Functions as project team leader and coordinates completion schedules with multiple contractors and/or vendors; Plans, monitors and coordinates work performed by construction or maintenance contractors; Supervises professional, paraprofessional technical and administrative personnel assigned to the project; Ensures that all contracts and on-site processes and work are in compliance with Federal, State and County codes; Develops requests for proposals, scopes of services, bid packages, contracts, amendments and other documents for the selection and contracting of consultant services; Provides quality control to ensure construction process achieves the required goals and meet project specifications; Reviews work in progress for cost and compatibility with County standards, operational needs and regulatory/permit compliance; Ensures that necessary field inspections are conducted to verify compliance with applicable code requirements of the Virginia Uniform Statewide Building Code, with the Public Facilities Manual, Erosion and Sediment Control Standards, as well as other Commonwealth laws and regulations relating to construction projects; Facilitates and conducts meetings with public groups, citizens and other stakeholders to gain support for projects, explain issues and resolve conflicts; Ensures clear and thorough communication with public and/or involved parties on all aspects of projects; Prepares and presents reports to citizen groups, boards and commissions; Attends meetings and conferences. Employment Standards MINIMUM QUALIFICATIONS: Any combination of education, training and experience equivalent to graduation from a four-year college or university with a bachelor’s degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors. Five or more years’ demonstrated history as the Lead Project Manager directly responsible and accountable for the design and construction for the replacement of whole commercial building Building Automation Systems (BAS) systems in occupied buildings greater than 100,000 gross sq. ft. per building to include low rise and high rise (5 stories of more) buildings with individual project budgets over $1M involving multiple trades. Commercial building projects must include BAS controls for complex HVAC systems, as well as, lighting controls. Five or more years demonstrated history in the full performance responsibility for a portfolio of complex commercial BAS replacement projects in occupied commercial facilities including but not limited to: development of contracts, authoring scope of work, financial oversight, submittal approval, RFI responses, construction quality, safety performance, oversight of quality metrics and quality performance, contractor selection and oversight, oversight of project documentation and project schedule, risk mitigation and construction site management. Five or more years’ demonstrated history directly hiring, mentoring, managing, and evaluating HVAC building automation systems technicians and project managers. CERTIFICATES AND LICENSES REQUIRED: A valid driver’s license required. Possession of Certified Construction Manager (CCM) certification by Construction Management Association of America (CMAA) or ability to obtain certification within one year of appointment for certain positions. Possession of Certified Facility Manager (CFM) certification by International Facility Management Association (IFMA) or ability to obtain certification within one year of appointment for certain positions PHYSICAL REQUIREMENTS: Must be able to access facility equipment and equipment rooms. Ability to climb ladders, access tight spaces, crawl, reach, lift 25 lbs., push 25 lbs., etc. Must be able to communicate by phone. Must be mobile. Vision to see detail drawings, construction and discern color. Must communicate with others verbally and in writing. Dexterity to use hand tools.
