This Civil Engineer will serve on the Dam Safety team and will be filled at the I, II, III, Senior I, Senior II, or Principal level, contingent upon the selected candidate’s qualifications and experience.
Primary duties of this position include supporting the District’s Dam Safety Program by performing reliable and knowledgeable structure-behavior data-collection in accord with the Dam Safety Surveillance and Monitoring Plan (DSSMP), supporting the dam safety function’s evaluation and ing of the measured structure performance in accord with established or improved structure-performance metrics and established Dam Safety ing (DSSMR); and, supporting other Dam Safety Staff for geotechnical, structural, and operational-metric evaluation in accord with District and/or Federal Energy Regulatory Commission criteria and expectations.
Civil Engineer I JOB PURPOSE: The Civil Engineer I – Engineering & Project Management position performs basic entry level calculations, analysis, design, and construction support in the competency areas of geotechnical, hydraulic, structural, water resource and dam safety and assists with project management activities related to operation, maintenance and rehabilitation of hydroelectric generation facilities, switchyards, substations, parks, hatcheries, water and waste water treatment plants. The position requires entry-level knowledge of the principles, practices, and procedures, including materials, equipment, and techniques, used in professional level work in the field of civil engineering and project management. The position works under close or continuing supervision and requires limited exercise of judgment when developing designs and design criteria, determining methodology and developing alternatives.
Civil Engineer II JOB PURPOSE: The Civil Engineer II – Engineering & Project Management position performs fundamental civil engineering calculations, analysis, design and construction support of low complexity in the competency areas of geotechnical, hydraulic, structural, water resource and dam safety and may assist with project management activities related to construction, operation, maintenance, and rehabilitation of hydroelectric generation facilities, switchyards, substations, parks, hatcheries, water and waste water treatment plants. Prepares scopes of work, schedules and cost estimates for project planning. The work is performed with technical guidance and review from a supervisor or higher level engineers.
Civil Engineer III JOB PURPOSE: The Civil Engineer III – Engineering & Project Management position performs civil engineering, analysis, and project management activities of medium complexity in the competency areas of geotechnical, hydraulic, structural, water resource and dam safety in hydroelectric generation facilities, switchyards, substations, parks, hatcheries, water and waste water treatment plants. The position requires independent engineering judgment. Prepares scopes of work, schedules and cost estimates for project planning. The position will act as the design engineer and/or the project manager for moderately complex projects. Responsibilities will include directing consultants, crew superintendents, foreman and contractors to troubleshoot and resolve problems during design, construction, or installation.
Civil Engineer Senior I JOB PURPOSE: The Civil Engineer Senior I – Engineering & Project Management performs technically complex civil engineering design, analysis, and project management in the competency for areas of geotechnical, hydraulic, structural, water resourse and dam safety. Plan, scope, schedule and conduct complex and/or technically sophisticated engineering work requiring independent judgment for a variety of projects and facilities such as hydroelectric generation facilities, switchyards, substations, parks, hatcheries, water and waste water treatment plants including work performed by engineering consultants. May act as the lead engineer or project manager on moderately complex projects. Has technical responsibility for preliminary and final designs and design criteria. Interacts with crew superintendents, foreman and contractors, other utilities, and regulatory agencies to troubleshoot and resolve problems during construction or installation.

May act as lead design engineer, project engineer or project manager on complex projects. Has technical responsibility for preliminary and final designs and design criteria. Leads project teams and Interacts with crew superintendents, foreman and contractors, other utilities, and regulatory agencies to troubleshoot and resolve problems during construction or installation.
Civil Engineer Principal I JOB PURPOSE: The Civil Engineer Principal I – Engineering & Project Management, is designated as a technical specialist in two or more specialty areas of civil engineering by providing advanced, technically complex analysis, calculations, troubleshooting, and design including technical direction to others and recommendations to management and project leaders.

Civil Engineer I , II, III Post-Secondary Education: Bachelor’s degree (B. S., B. A.) in Civil Engineering or equivalent combination of education and experience. EI (Engineering Intern) or EIT (Engineer in Training) achieved by passing the FE (Fundamentals of Engineering) exam, preferred.
Civil Engineer Senior I, Senior II Post-Secondary Education: Bachelor’s degree (B.S., B.A.) in Civil Engineering; or the equivalent combination of education and experience. PE in the State of Washington strongly preferred.
Civil Engineer Principal I Post-Secondary Education: Bachelor’s degree (B.A./B.S.) in Civil Engineering; or the equivalent combination of education and experience. Valid Professional Engineering license in the State of WA required. Continuing education or advanced learning in two or more specialty engineering areas strongly preferred.
Civil Engineer I Experience: Entry Level. No experience required. Candidates with experience in hydropower infrastructure and/or with an electric utility are preferred.
Civil Engineer II Experience: Requires a minimum of two (2) years’ experience performing civil engineering related to hydropower generation, power distribution, and water resources fields of increasing complexity. Experience must include examples of successful application of basic civil engineering in the form of s, calculations, specifications, and drawings; participation in data collection and field research or inspections.
Civil Engineer III Experience: Requires a minimum of four (4) years experience performing civil engineering related to power generation, dam safety, power distribution, and water resources of increasing complexity. Experience must include examples of successful application of fundamental civil engineering in the form of s, specifications, and drawings; knowledge of construction means and methods including cost and schedule estimates; development of design alternatives.
Civil Engineer Senior I Experience: Requires a minimum of six (6) years’ experience performing civil engineering related to hydroelectric generation facilities, switchyards, substations, parks, hatcheries, water and waste water treatment plants of increasing complexity. Experience must include examples of successful application of engineering in the form of s, specifications, and drawings; knowledge of construction means and methods including cost and schedule estimates; knowledge of construction turnover/testing and commissioning; and proper identification of appropriate codes and standards for a wide variety of situations.
Civil Engineer Senior II Experience: Requires a minimum of eight (8) years’ experience performing civil engineering related to hydroelectric generation facilities, switchyards, substations, parks, hatcheries, water and waste water treatment plants of increasing complexity. Experience must include examples of successful application of complex engineering in the form of s, calculations, specifications, and drawings; knowledge of construction means and methods including cost and schedule estimates; knowledge of construction turnover/testing and commissioning and proper identification of appropriate codes and standards for a wide variety of situations.
Civil Engineer Principal I Experience: Requires a minimum of twelve (12) years progressively responsible experience performing civil engineering for hydroelectric facilities of increasing complexity. Experience must include application of engineering design in two or more designated engineering specialty areas; examples of providing technical guidance in complex situations where there is limited or no standardization; and examples of successful mentoring.
Civil Engineer I: The starting salary range for this position is $64,720 – $80,900 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $97,080, annualized.
Civil Engineer II: The starting salary range for this position is $48,025 – $56,500 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $64,975, annualized.
Civil Engineer III: The starting salary range for this position is $48,025 – $56,500 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $64,975, annualized.
