I. Position Overview
The Senior Vice President of Project Management is responsible for the strategic planning and operational execution of the company’s overall project management framework. This role oversees large-scale project portfolios spanning multiple business lines and geographic regions, ensuring that all critical projects align with established targets regarding cost, quality, schedule, and strategic objectives. Reporting directly to the Chief Executive Officer (CEO) or Chief Operating Officer (COO), this position serves as a pivotal leadership role within the organization, central to both core operational execution and strategic implementation. II. Core Responsibilities
1. Strategy and Project Portfolio Management
Formulate the company’s overall project management strategy and annual execution roadmap.
Oversee the prioritization and resource allocation for the enterprise-wide Project Portfolio.
Ensure that all projects align with the company’s long-term strategic objectives.
Establish mechanisms for evaluating Project Return on Investment (ROI) and develop decision-making models.
2. Project Delivery and Operations Management
Oversee the execution progress, quality, and budget control of all critical projects.
Establish standardized project management processes (PMO framework) and governance structures.
Manage the coordination and resource integration of cross-departmental and cross-regional projects.
Drive the implementation of risk identification, early warning, and response mechanisms for major projects.
3. PMO System Development
Establish and continuously optimize the enterprise-wide Project Management Office (PMO).
Promote the consistent application of project management methodologies (e.g., Agile, Waterfall, Hybrid).
Develop project management standards, templates, tools, and best practices.
Build a project performance management system and a framework for Key Performance Indicators (KPIs).
4. Cross-Departmental and Executive Collaboration
Collaborate with the C-suite management team to drive the successful implementation of strategic projects.
Coordinate resources across various departments, including R&D, Operations, Finance, and Marketing.
Report on the progress and risks of major projects to the Board of Directors and Senior Management.
Champion internal organizational change initiatives and process optimization projects.
5. Team Leadership and Talent Development
Lead global or regional project management teams (including PMO staff, Project Directors, Project Managers, etc.).
Establish a project management talent pipeline and training system.
Foster a high-performance culture and enhance organizational execution capabilities.
Identify and cultivate key leadership talent within the project management function.
III. Job Requirements
1. Educational Background
Bachelor’s degree or higher; a major in Engineering, Management, Information Technology, Business Administration, or a related field is preferred.
An MBA or equivalent advanced management education is preferred.
2. Work Experience
Over 20 years of experience in project management or related fields.
At least 8 years of experience in senior management roles (Director, Vice President, or equivalent level).
Experience in project management within large multinational corporations or complex organizational structures is preferred.
Experience in building a PMO system from the ground up (from “zero to one”) is preferred.

Deep mastery of project management methodologies (e.g., PMP, Agile, Lean).
