Transit Safety & Security Oversight Manager Full Time NEW

Plan, direct, manage, supervise, and coordinate assigned programs and activities within the Transit Safety and Security division working through the Transit department. Coordinate and oversee safety, enforcement and security services; safety and loss prevention activities, participate in accident investigations, fleet safety principles and practices; to include coordinating activities with other divisions and outside agencies. Perform advanced trends analysis, provide and present reports; research, develop and deliver safety training; and provide highly responsible and complex administrative support to the Deputy Director of Transit.

This is a safety sensitive position subject to random drug/alcohol testing.

Essential And Supplemental Functions

• Assume full management responsibility for assigned services and activities for the Transit Safety and Security division including planning and directing staff; recommend and administer policies and procedures related to safety and security programs.
• Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
• Manage the development and implementation of program goals, objectives, polices and priorities for assigned service area.
• Monitor, collect, collate and analyze crime and safety data to identify trends, patterns, and emerging issues affecting transit operations, and use findings to inform safety strategies and decision-making.
• Monitor and evaluate safety and security performance; analyzing data, identifying trends, conducting audits, and recommending improvements to reduce risk and ensure regulatory compliance.
• Coordinate and oversee incident response and investigations, including root cause analysis, documentation, and implementation of corrective actions to prevent recurrence.
• Plan, direct, coordinate and review the work plan for staff; assign work activities, projects, programs and special events; review and evaluate work products including the review of work completed by vendors and contractors, methods and procedures; meet with staff to identify and resolve problems.
• Participate in the development and administration of assigned annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
• Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
• Maintain accurate records and develop reports on new and ongoing functional programs; evaluate program effectiveness and prepare and present progress reports to support informed decision-making and continuous improvement.
• Coordinate and maintain effective working relationships with law enforcement agencies, emergency responders, and internal departments to ensure appropriate safety, security and response services and provided in support of transit operations.
• Manage and oversee the security, confidentiality, and integrity of all information managed within the Safety and Security Division, ensure compliance with applicable polices, regulations, and data protection standards; to include compliance with all Federal Transit Administration (FTA), regulations and guidelines.
• Respond to and resolve difficult and sensitive citizen inquiries and complaints.

SUPPLEMENTAL FUNCTIONS:

• Attend and participate in professional group meetings; stay abreast of new developments in the field of Transit security and safety.
• Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor’s degree from an accredited college or university in business administration, public administration, information systems or a related field; and

Six (6) years of advanced metric data analysis and interpretation, transit safety programs, security risk management, environmental compliance, or safety; and

To include four (4) years of supervisory experience.

Additional Requirements

Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.

Possession of a City Operator’s Permit (COP) within 6 months from date of hire.

Must be able to work weekends, nights, early mornings, and holidays.
